It's really not that hard to create a mini computer. Presuming you ignore the contemporary computer standards (USB, AHCI, etc) and create your own.

Pick up a book on computer engineering and electrical engineering. Then about $150 worth of IC chips and a lot of time would get you a large messy wired 8 bit computer.

It won't be fast and it won't be amazing but it will be your own personal mini computer. :-P
