As far as I understood, FAT32 stuff was in the works...
The floppy disk is the most common medium in existence.
And it's one of the easiest to make a bootable disk from. perhaps, given more time, and actual HDD bootable menuetOS will be released (I mean from the release capable, not questionable after-market hack capable).
There is also a lot of space on that floppy dedicated to other stuff besides the OS, like documentation, etc, which, if necessary (it won't be), could be removed.
